Reaffirming that no Member should be pre- vented from adopting or enforcing meas- ures necessary to protect human, animal or plant life or health, subject to the re- quirement that these measures are not applied in a manner which would consti- tute a means of arbitrary or unjustifiable discrimination between Members where the same conditions prevail or a disguised restriction on international trade;
