PREFACE On 5 May 1994, the President directed convergence of the Department of Commerce (DOC) National Oceanic and Atmospheric Administration's (NOAA) Polar-orbiting Operational Environmental Satellite (POES) program and the Department of Defense (DoD) Defense Meteorological Satellite Program (DMSP). These two programs will become the National Polar-orbiting Operational Environmental Satellite System which will satisfy civil and national security operational requirements. In addition, the National Aeronautics and Space Administration (NASA), through its Earth Observing System (EOS) efforts, offers new remote sensing and spacecraft technologies that could potentially improve the capabilities of the operational system.
