AGREEMENT is made and entered into as of the Effective Date, as defined herein, between St. Charles County, Missouri (“County”), and the City of O’Fallon, Missouri (“Municipality”). It is contemplated that County may enter into similar agreements with other political subdivisions within St. Charles County.
