Russell Street, Sioux Falls, South Dakota (“Xcel Energy”), and Sioux Valley Southwestern Electric Cooperative, Inc. with principal place of business at PO Box 216, Colman, South Dakota (“Sioux Valley”) (together, “Parties”).
