following a lay-off, fails to report for work within five work- ing days after being recalled or fails to notify the Employer within three working days after recall that he will report for work, unless such period is extended for reasons satisfactory to the Employer. Such recall notice shall satisfactorily given if sent by registered mail to employee’s address on record with the Employer;
