WHEREAS, the United States Army Corps of Engineers (USACE) has determined that the 12th Street Marina Redevelopment Project (undertaking) may have an adverse effect on the North Coast Casket Company Building (a.k.a. the Collins Building), which is eligible for the National Register of Historic Places, and has consulted with the Washington State Historic Preservation Officer (SHPO) pursuant to 36 CFR Part 800, regulations implementing Section 106 of the National Historic Preservation Act (16 U.S.C. Section 470f); and
