This paper draws attention to serious water-related issues and the importance and limitations of the 1944 Water Treaty as a legal framework for the border region. Because much of the 3 140-Kilometer (Km) boundary between Mex- ico and the United States passes through regions with water shortages, there has been intense competition over obtaining an adequate supply of water for municipal, industrial, and agricultural use. Water users in the twin cities locat- ed in the semiarid region of the U. S.-Mexican borderlands, in recent decades, have placed increasing demands on water availability because of the popula- tion growth rate.
