A Community Benefits Agreement (CBA) is a legally binding contract signed by community groups/coalitions and a real estate developer that addresses community issues by requiring the developer to provide specific benefits (ex. affordable housing, targeted hiring, etc) and/or mitigations to the local community or neighborhood based on the impact of the project and community needs. A CBA may also include a public agency/agencies as signatories.
