proposes to permit the Statue of Liberty-Ellis Island Foundation, Inc. (SOLEIF), to design and install new exhibits in Ellis Island National Museum of Immigration (undertaking) pursuant to Ellis Island added to Statue of Liberty National Monument in 1965 by President Johnson under the authority of the Antiquities Act, the 1916 National Park Service Organic Act, the NPS Management Policies (2006), and applicable NPS Directors Orders; and
