We refer to the above-referenced Development Credit Agreement (Agreement) between the Borrower and the International Development Association (Association), dated October 13, 2003, as amended, and to your letter dated June 3, 2010, requesting an amendment to the Agreement. The Association agrees to the proposed amendment of the Agreement and recommends the following specific changes.
