Stroud, hereinafter referred to as the “Elections Officer” or “Contracting Officer,” and the Town of Fulton, Aransas County, Texas, hereinafter referred to as the “Town,” under Section 31.092 of the Texas Election Code. Both parties are sometimes referred to collectively herein as the “Parties.”
