WHEREAS, both the Collective Bargaining Agreement and the Memorandum of Understanding between Lehigh County (the “County”) and PSSU, SEIU Local 668 provide that employees who meet and accept certain conditions are eligible for educational leave under the Child Welfare Education for Leadership (“CWEL”) program; and
