This Agreement is made and entered into by and between Webb County, Texas, a political subdivision of the State of Texas, acting herein by and through the Webb County Commissioners Court, with it’s principal place of business at 1000 Houston, Laredo, Texas 78040 (hereinafter referred to as “Webb County”) and, Robert W. Lazarus and Associates, Inc. d/b/a RWL GROUP with its principal place of business at 300 N. Coit Road, Suite 810, Richardson, Texas 75080-5456 (hereinafter referred to as “RWL”).
