Pursuant to Section 205 of the Federal Power Act (“FPA”), 16 U.S.C. § 824d, and Section 35.13 of the Federal Energy Regulatory Commission’s (“Commission”) Regulations, 18 C.F.R. § 35.13, Southwest Power Pool, Inc. ("SPP") submits revisions to the Western Energy Imbalance Service Rate Schedule Tariff (“Rate Schedule Tariff”)1 to add the Western Joint Dispatch Agreement (“WJDA” or “Agreement”) between SPP and Guzman Energy LLC (“Guzman”), a new Western Energy Imbalance Service Participant (“WEIS Participant”).2
