Terminology Meaning within this document Authority Means Breckland Council. Contract of Employment Means a contract of service or apprenticeship. Employee Means an individual who has entered into, or works under (or, where the employment has ceased, worked under) a contract of employment. Employees of Breckland Council are also referred to as “Officers”. Employer In relation to an employee, means the authority by whom the employee is (or, where the employment has ceased, was) employed. For the purposes of this document, the Authority is Breckland Council. Member The term “Member” is usually referred to within Breckland Council as “an elected official of the council” – a Member. Also referred to as “Councillor”. Within this document, the term Member will refer to “an employee of Breckland Council who is a member of the union UNISON”.
