WHEREAS HER MAJESTY IN RIGHT OF CANADA (“Canada”), represented by the Minister of State (Infrastructure and Communities) (“Federal Minister”) and Saskatchewan entered into an agreement respecting the Transfer of Federal Gas Tax Revenues under the New Deal for Cities and Communities 2005 – 2015 dated August 23, 2005 (“New Deal Agreement”); and WHEREAS Canada and Saskatchewan wish to cooperate for the purpose of advancing the environmental, economic, cultural and social sustainability and prosperity of cities and communities in Saskatchewan; and WHEREAS Saskatchewan agrees to administer the New Deal Agreement on behalf of Canada and allocate to Municipalities the Funds provided by Canada under the New Deal Agreement for the purposes described in the New Deal Agreement; and WHEREAS the Parties agree that Funds allocated to Municipalities are for the purpose of investment in environmentally sustainable municipal infrastructure and municipal capacity building projects in Saskatchewan; and
