This Settlement Agreement and Stipulation for entry of Administrative Civil Liability Order (Stipulated Order or Order) is entered into by and between the Assistant Executive Officer of the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board), on behalf of the San Diego Water Board Prosecution Team (Prosecution Team1), and the City of Escondido (Discharger) (collectively known as the Parties) and is presented to the San Diego Water Board, for adoption as an order by settlement, pursuant to Government Code section 11415.60.
