KCC is a central purchasing body within the meaning of Directive 2004/18/EC of the European Parliament and Council. KCC enters into this Framework Agreement on its own behalf and on behalf of other local authorities in Ireland as listed in Schedule 3 hereto (“the Framework Purchasers”) that may wish from time to time to purchase General Construction & Trade Services. The Contractor wishes to provide such General Construction & Trade Services as may be described in a Request for Mini-Competition (the “Services”), in accordance with this Framework Agreement.
