This agreement is entered into between the City Council of the Consolidated City of Jacksonville (hereinafter referred to as “Jacksonville”), the City Commission of the City of Atlan- tic Beach (hereinafter referred to as “Atlantic Beach”), the Town Council of the Town of Baldwin (hereinafter referred to as “Baldwin”), the City Council of the City of Jacksonville Beach (herein- after referred to as “Jacksonville Beach”), and the City Council of the City of Neptune Beach (hereinafter referred to as “Neptune Beach”), which are hereinafter collectively referred to as the “Cities”; and the Duval County School Board and administrative staff of the School District, hereinafter referred to as Duval County Public Schools or “DCPS” .
