KCC is a central purchasing body within the meaning of Directive 2004/18/EC of the European Parliament and Council. KCC enters into this Framework Agreement on its own behalf and on behalf of other local authorities in Ireland as listed in Schedule 3 hereto (“the Framework Purchasers”) that may wish from time to time to purchase Road Making Material supplies. The Supplier wishes to provide such Road Making Material supplies as may be described in a Request for Mini-Competition (the “Supplies/Services”), in accordance with this Framework Agreement.
