Pursuant to section 205 of the Federal Power Act,1 part 35 of the Federal Energy Regulatory Commission’s (“FERC” or “Commission”) regulations,2 and Order No. 714,3 Public Service Company of Colorado (“PSCo”)4 submits a Generation Replacement Coordinator Agreement (“GRC Agreement” or “Agreement”) between PSCo and Black & Veatch Management Consulting, LLC (“Black & Veatch” or “Black & Veatch Management Consulting”). Under the Agreement, Black & Veatch will serve as the independent Generation Replacement Coordinator (“GRC”) pursuant to Section 3.9 (Additional requirements for Generation Replacement Requests) and Appendix 7 (Generator Replacement Coordinator) of Attachment N (Standard Large Generator Interconnection Procedures – Revised Applicable to Generating Facilities that exceed 20 MWs connecting to the Transmission System of PSCo) of the Xcel Energy Operating Companies FERC FPA Electric Tariff, Third Revised Volume No. 1 (“Xcel Energy Tariff” or “Tariff”).
