 Arctic Skills is a cooperative project between Finnmark County, Murmansk Oblast and Lapin Lääni, based on the agreement signed in March 2015. Ultimate organizational responsibilities are held by a Reference Group with 1 Representative from each of the participating countries. The tournament is to be arranged annually on a rotating basis determined by the Reference Group. The practical responsibilities for each tournament will be executed by the Leadership Group in the host country.
