The GEC will provide the IBRP with the resources needed to advance the program through NEPA completion (Record of Decision) and pre-construction. This will include providing a Program Manager, in addition to discipline-specific resources and personnel to develop and deliver a program of this complexity. Major work items will include, but are not limited to, completing the NEPA reevaluation process, travel demand forecasting, traffic analysis, alternatives development and analysis, highway engineering and planning, transit engineering and planning, surveying, development and implementation of a coordinated communications strategy and public engagement plan, risk identification and management, development of funding structures and strategies, publishing a Supplemental Draft Environmntal Impact Statement (SDEIS), recommendation and selection of a locally preferred alternative (LPA), publishing a Final Supplemental EIS (FEIS), obtaining a Record of Decision (ROD), developing a program deli
