, 2022, (“Effective Date”) between the City of West St. Paul, a Minnesota municipal corporation, (“City”), Sibley Area Youth Hockey Association d/b/a West St. Paul Youth Hockey (“Association”), a Minnesota nonprofit corporation and Sibley Hockey Booster Club, Inc. d/b/a Two Rivers Hockey Boosters (“Boosters”), a Minnesota nonprofit corporation, individually “party” or collectively “the parties.”
