THIS AGREEMENT is made this NOVEMBER 1, 2018 in the City and County of San Francisco, State of California, by and between the CITY OF WALNUT CREEK (“WALNUT CREEK") and the CITY AND COUNTY OF SAN FRANCISCO, a municipal corporation (“San Francisco" or "City"), in its capacity as fiscal agent for the Approval Authority, as defined below, acting by and through the San Francisco Department of Emergency Management (“DEM”).
