Efforts to reach a permanent agreement between Israel and the Palestinians by the end of 2008, as mandated by the Annapolis process, did not succeed. This failure reftects not only the inability of both sides to meet the goal within the predetermined time frame, but also the weight of some of the basic elements that make it difficult for the two sides to reach a successful conclusion to the negotiations, even if the negotiators are given more time.
