”Whereas it is the desire of both parties to this agreement to maintain the existing harmonious relationship between the Government and the members of the Association, to promote cooperation and understanding between the Government and the employees, to recognize the mutual value of joint discussions and negotiation in all matters pertaining to working conditions, hours of work and scales of wages, to encourage economy of operation and elimination of waste, and to promote the morale, wellbeing and security of those employees included in the bargaining unit represented by the Association.”
