The PHILIPPINE PUBLIC SAFETY COLLEGE (“PPSC”), created pursuant to Section 66 of the Republic Act No. 6975, otherwise known as the “Department of the Interior and Local Government Act of 1990”, to serve as the premier educational institution for the training, human resource development and continuing education of all personnel of the Philippine National Police (PNP), the Bureau of Fire Protection (BFP), and the Bureau Management and Penology (BJMP), with principal office at Lot 2 MWSS Compound, Katipunan cor. Ayala Heights, Old Balara, Quezon City represented herein by PDDG RICARDO F DE LEON (Ret.), Ph.D., in his capacity as the President of the PPSC;
