AGREEMENT (this “Agreement”), entered into as of this day of January, 2014, by and between the COMMONWEALTH OF VIRGINIA, acting through the Office of the Secretary of Finance of the Commonwealth of Virginia (“COVA”) and THE COUNTY BOARD OF ARLINGTON COUNTY, VIRGINIA, a body politic (the “APPLICANT” or the “GRANTEE”). Individually, the GRANTEE and COVA may each be referred to hereinafter as the “Party”, or collectively as the “Parties”.
