The conceptual framework of this research departs from the demographic condition of Indonesia is experiencing the surplus labor of nurses, an analysis of Indonesia's foreign policy related delivery nurses to Japan, the results of the implementation of IJEPA are the dynamics of delivery nurse Indonesia to Japan 2008-2013 and the improvement of competitiveness of Indonesian nurses until the evaluation of the implementation of the IJEPA in the concept of strategic partnership for Indonesia.
