This Dark Fiber License Agreement (“Agreement”) is made as of this th day of March, 2022 (“Effective Date”) by and between the City of Rochelle, acting through the Rochelle Municipal Utilities (“Licensor” or “RMU”), and Illinois Fiber Ventures, Inc., an Illinois corporation (“Licensee”) for the purpose of establishing the terms and conditions under which Licensor will license the use of certain Dark Fibers (referred to herein as the “Licensed Fibers”) to Licensee.
