On August 21, 2020, as supplemented on August 28, 2020 and September 17, 2020, PJM Interconnection, L.L.C. (PJM) filed an executed Interconnection Service Agreement (ISA) by and among PJM, Halifax County Solar LLC (Halifax) and Virginia Electric and Power Company (VEPCO), designated as Service Agreement No. 5732 (Halifax ISA).1 PJM states that the Halifax ISA facilitates the interconnection of the Halifax County Solar facility to the PJM transmission system. PJM also states that the Halifax ISA contains a schedule of charges and other provisions that do not conform to the form of ISA set forth in Attachment O of the PJM Open Access Transmission Tariff.
