WHEREAS it is the intention and purpose of the parties to this Agreement to promote peace and harmony, to improve the working relations between the Division and the members of the Association, to establish acceptable provisionsto facilitatethe peaceful adjustment of all grievancesand disputes between the parties and in general advance the efficiency and the mutual interests of the parties to this Agreement;
