THE PRESIDENT: I have the honor to submit to you the Treaty Be- tween the Government of the United States of America and the Government of Trinidad and Tobago on Mutual Legal Assistance in Criminal Matters (‘‘the Treaty’’), signed at Port of Spain on March 4, 1996. I recommend that the Treaty be transmitted to the Senate for its advice and consent to ratification.
