THIS AGREEMENT (“Agreement”) is made and entered into effective the 1st day of January, 2014, by and between the Pueblo Area Council of Governments, hereinafter referred to as “PACOG” , the City of Pueblo, a Municipal Corporation, hereinafter referred to as “CITY”.
