WHEREAS, Upper Dublin Township and AWACS, Inc. executed and entered into a certain Communications Site Lease Agreement dated August 12, 1997 for the purpose of installing, operating and maintaining a communications facility and other improvements on a portion of Township property on Delaware Avenue in the Township identified as Montgomery County Tax Parcel No. 54-00-04624-00-2, said portion of the said property being referenced in the Lease as the premises; and
