This interest arbitration arises under Article 26 of the Master Agreement ("Agreement") effective January 31, 2001 to August 31, 2006, between the Airconditioning, Refrigeration, and Mechanical Contactors Association of Southern California, Inc. ("ARCA") and Southern Cali- fornia Pipe Trades District Council No. 16 of the United Association of Journeymen and Ap- prentices of the Plumbing and Pipefitting Industry of the United States and Canada ("Union") [JX 1]. The parties concur the dispute over the 2006 successor agreement is properly in arbitration to be resolved pursuant to the provisions of Article 26 of the Agreement.
