Whereas the purpose of this Agreement is to maintain the existing harmonious relationship and settled conditions of employment between the agency and its employees and provide means for proper disposition of grievances, to establish and maintain satisfactory working conditions, hours of work and wages for all employees within the bargaining unit all as set forth in this Agreement.
