This Amended and Restated Intergovernmental Agreement (this “Agreement”), dated this day of , 2023 (“Effective Date”), is made and entered into by and between the City of Portland, acting through its Office of Management and Finance, Bureau of Revenue and Financial Services (“OMF”), and Prosper Portland, the economic development and urban renewal agency of the City of Portland (“Prosper Portland”).
