The draft contract appears to assume that the electricity consumer is always the owner of the property that is connected to the lines. This is not however always the case, as in many instances the electricity user is a tenant, or in the case of a farm a sharemilker. In such instances the lines company owes some obligations to the consumer and others, of a more long-term nature, to the property owner.
