The following terms and conditions shall apply to a Standard Contract (“Contract”) entered into between the Contractor and the Issuing Office (hereinafter referred to as the “University” or the “Commonwealth”), part of the Pennsylvania State System of Higher Education, an agency of the Commonwealth of Pennsylvania.
