These general terms and conditions, which constitute a whole together with the special terms and conditions, apply to all leases and accompanying service agreements. None of the provisions in the correspond- ence received by the lessee can deviate from these, barring explicit and exact provi- sions to the contrary in the quotes or ac- ceptances of the lessor or in the special ad- ministrative provisions applicable in the context of special specifications or in ac- cordance with the rules for public contracts.
