The Ohio Department of Natural Resources, Division of Oil and Gas Resources Management’s (Division) Orphan Well Program was established in 1977 to plug abandoned oil and gas wells. Abandoned oil and gas wells without a responsible owner are known as orphan wells. The Chief of the Division is charged with plugging orphan wells, restoring land surfaces, and correcting conditions that cause imminent health or safety risks at orphaned wells. See R.C. 1509.071. Plugging wells in the Orphan Well Program typically is through the Division’s Traditional Program where the Division contracts with a plugging contractor to plug the wells.
