Whereas an Environmental Assessment (“EA”) completed in April 2013 has identified that intersection improvements are required to the existing intersection of County Road 21 with County Road 4 (both highways under the jurisdiction of the County), and whereas an EA completed in January 2008 has identified that intersection improvements are required to the existing intersection of County Road 21 (a highway under the jurisdiction of the County) with 20th Sideroad (a highway under the jurisdiction of the Town), and whereas an EA completed in February 2015 has identified that improvements are required on County Road 21 (a highway under the jurisdiction of the County) from County Road 27 to 20th Sideroad.
