Background: On May 3, 2016, the Wichita Airport Authority (WAA) approved an agreement with Forty Five Enterprises, LLC d/b/a Leadfoot Express Transport to provide cargo operations as a local agent for Southwest Airlines at the multi-tenant cargo building located on the Wichita Dwight D. Eisenhower National Airport (Airport). Forty Five Enterprises, LLC assigned the agreement to Emerald City Cargo, LLC (Emerald) on April 25, 2017. The agreement expired on June 30, 2021.
