This INTERCONNECTION AND OPERATING AGREEMENT (“Agreement”) is executed by and between AVISTA CORPORATION (“Avista”) and the CITY OF CHENEY (“Cheney”), which hereinafter may be referred to individually as “Party” or collectively as “Parties”.
