We are writing to confirm the retention of The Liberty Consulting Group (“Liberty”) as an expert consultant in the Reference from the Lieutenant-Governor in Council to the Board of Commissioners of Newfoundland and Labrador (the “Board”) to review and report on options to reduce the impact of the Muskrat Falls Project (defined later) on electricity rates up to the year 2030 or such shorter period as the Board sees fit. A copy of the Reference Questions is attached.
