Contract Type FiledDecember 26th, 2017In 1998, the British and French government sign an agreement at St. Malo, which gave the EU governments the opportunity to pave their political path by launching the European Security and Defence policy (ESDP) at the Cologne European Council in 1999. This agreement stated that ―the European Union must have the capacity for autonomous action, backed up by credible military forces, the means to decide to use them, and a readiness to do so, in order to respond to international crises‖ (Rutten, 2001).
