Over the last decades, Community-Based Rehabilitation (CBR) has evolved from the provision of health-related rehabilitation services to a disability-inclusive, community development strategy. Today it is acknowledged to be a powerful ‘bottom up’ and cross-sectoral development strategy to implement at the community level other ‘top down’ strategies of implementing the Sustainable Development Goals and the CRPD. Only when bottom up development strategies complement top down development strategies can the aspiration of not leaving anyone behind be realized.
