WHEREAS the Association, acting on behalf of its members, and the Council, acting on behalf of its member Unions, wish to make a common collective agreement, with respect to certain employees engaged in all road and parking lot construction, repairs, including interlockingstone paving of all types, paving, etc., and all work incidental thereto, and to provide for and ensure uniform interpretationand application in the administration of the collective bargaining agreement;
